An injured toddler reported missing over the weekend has been located, and the boy's parents are being questioned, the San Bernardino Police Department said Monday.

It was not immediately clear when or where authorities found 1-year-old Jordan Robinson, whose disappearance sparked a search that began on Sunday.

The little boy was taken to a local hospital after he was discovered, police announced around 12:30 p.m. His condition, however, was not immediately known.

Authorities began searching for the child the previous day, believing he suffered from unspecified injuries.

Police were also looking for his parents, identified as Harmony Robinson and Edward Johnson, both 21 years old. Investigators said the three were likely together.

The parents have also been tracked down and detectives are questioning them. It was unclear if the two were arrested, with police only commenting in a tweet, "Charges to follow."

No additional information was provided.

San Bernardino Police Arrest Mother of Injured Toddler Who Was Reported Missing

The mother of a 1-year-old boy who authorities had been searching for over the weekend was arrested after the boy was found injured, San Bernardino police said Tuesday.

Harmony Robinson, 21, of Colton, was taken into custody on suspicion of child cruelty likely to cause great bodily harm or death and corporal injury on a child, as well as on existing warrants for loitering with the intention to commit prostitution and shoplifting, said Sadie Albers, a spokesperson for the Police Department.

Robinson’s boyfriend Edward Johnson, a 21-year-old San Bernardino resident, was also booked on a warrant for drug sales or transportation, Albers said.

Police had previously described the couple as the toddler’s parents, but on Tuesday clarified that Johnson is not the boy’s father.

Both he and Robinson were detained on Monday in Lancaster, where they have some sort of family connection, according to Albers.

The child abuse came to light after a concern citizen came to the department and showed them photos that she said showed the baby had been harmed. But since police had no way to authenticate the images, they began searching for the boy so that they could check on his welfare themselves, Albers said.

The toddler could not be found, so officials classified him as a missing person and enlisted the public’s help in locating him.

“But the challenge was that the baby was with his mother, so we couldn’t escalate it to an Amber Alert,” Albers said.

Thanks to tips from the public, authorities were able to locate the boy and subsequently took him to a hospital.

The 1-year-old remained hospitalized on Tuesday but was “doing a lot better and in good spirits,” Albers said.

She couldn’t go into details on his injuries, but said he had a couple of broken bones.

Johnson was being held without bail, while Robinson’s bond was set at $130,000.

Both were scheduled to appear in court in San Bernardino on Wednesday.

Report Names More Than 80 Alleged Predator Priests Over 6 Decades in San Bernardino

A Minnesota-based law firm has released a report chronicling decades of alleged sexual abuse by clergy within the San Bernardino Diocese.

In October, the diocese released its own list of 34 priests who had been accused of abusing children. In the new report, released Thursday, Jeff Anderson & Associates of Minnesota contend that the diocese has not been fully transparent about the extent of sexual misconduct within the district.

“San Bernardino has disclosed in the past a certain number of offenders,” said Mike Reck, an attorney for the firm. “We know and believe and can prove that their list is incomplete.”

The report names more than 80 clergy members accused of sexual misconduct dating back to the 1950s. Most of the claims brought against these clerics have been settled or have not been fully evaluated in court, according to the report.

20 Charged With Running Chinese ‘Birth Tourism’ Schemes Across SoCal

Dongyuan Li’s business was called “You Win USA,” and authorities say she coached pregnant Chinese women on how to get into the United States to deliver babies who would automatically enjoy all the benefits of American citizenship.

Over two years, the now-41-year-old raked in millions through her business, where mothers-to-be paid between $40,000 and $80,000 each to come to California, stay in an upscale apartment and give birth, authorities said.

Li, who was arrested Thursday, is one of 20 people charged in the first federal crackdown on birth tourism businesses that prosecutors said brought hundreds of pregnant women to the United States.

Jing Dong, 42, and Michael Wei Yueh Liu, 53, who allegedly operated “USA Happy Baby,” also were arrested.

All three pleaded not guilty Thursday to charges including conspiracy, visa fraud and money laundering, according to Thom Mrozek, a spokesman for the U.S. Attorney’s office in Los Angeles. Trials were scheduled for March 26.

More than a dozen others, including the operator of a third such business, also face charges but are believed to have returned to China, prosecutors said.

While it isn’t illegal to visit the United States while pregnant, authorities said the businesses — which were raided by federal agents in 2015 — touted the benefits of having U.S. citizen babies, who could get free public education and years later help their parents immigrate.

They also allegedly had women hide their pregnancies while seeking travel visas and lie about their plans, with one You Win USA customer telling consular officials she was going to visit a Trump hotel in Hawaii.

U.S. authorities said the businesses also posed a national security risk since their customers, some who worked for the Chinese government, secured American citizenship for children who can move back to the United States and once they’re 21 and then sponsor their parents for green cards.

“I see this as a grave national security concern and vulnerability,” said Mark Zito, assistant special agent-in-charge of Immigration and Customs Enforcement’s homeland security investigations. “Are some of them doing it for security because the United States is more stable? Absolutely. But will those governments take advantage of this? Yes, they will.”

Messages left for Li and Dong’s attorneys were not immediately returned. Derek Tung, Liu’s attorney, said the growing interest among Chinese women to give birth to American babies drew attention to a phenomenon long employed by citizens of other countries.

His client had nothing to do with getting women visas from China but worked almost as a subcontractor to provide housing once they arrived, he said. “My client is merely the provider. The people who are in China are the ones in charge of everything,” he said.

Birth tourism businesses have long operated in California and other states and cater to couples from China, Russia, Nigeria and elsewhere.

In the past, operators sometimes ran into trouble with local code enforcement officials when neighbors in residential areas complained about crowding or excess trash, but they didn’t face federal scrutiny.

In 2015, federal agents in California raided roughly three dozen sites connected with the three businesses. More than 20 people were designated as material witnesses but some later fled to China and were charged with violating federal court orders, and a lawyer who helped them leave the country was convicted of obstruction of justice.

This week, a federal grand jury indicted four people who allegedly ran the birth tourism businesses until the 2015 raids, including Wen Rui Deng, 65, who is believed to be in China and accused of operating “Star Baby Care.”

That business dated to at least 2010 but advertised having brought 8,000 women to the United States — half of them from China — and claimed to have been running since 1999, prosecutors said.

Each business brought hundreds of customers to give birth in the United States and some didn’t pay all of the medical costs tied to their care, prosecutors said. One couple paid the indigent rate for their hospital bills — a total of $4,080 — even though they had more than $225,000 in a U.S. bank account they had used to shop at luxury stores including Louis Vuitton, according to court papers.

Li, who operated You Win USA and paid in full for a $2.1 million home in Irvine, California and a new Mercedes-Benz, told an undercover federal agent who was posing as a pregnant Chinese citizen that her company would train her to interview for a visa and pass customs, according to court filings.

At one point, the papers said, she also sent a text message to her husband about the business, saying “After all, this is not legal!”

A 10-year-old boy is in serious condition after he was shot in the head by a gunman who opened fire in a car-to-car shooting on the Cajon Pass of 15 Freeway north of San Bernardino Thursday night.

Investigators have been unable to identify a suspect and are searching for leads after the shooting occurred shortly after 9 p.m. in the northbound lanes, north of the 210 Freeway and south of Cleghorn Road, California Highway Patrol Assistant Chief Scott Parker said in a Friday news conference.

An unidentified shooter opened fire on the BMW-5 Series car, with one round traveling through a small rear window and striking the boy in the head.

The facts leading up to the incident remain unclear, but there doesn’t appear to be a motive for the actual shooting, Parker said.

“It doesn’t appear at this time that there was any road rage prior to the incident,” he told reporters.

The boy was taken to the Loma Linda University Medical Center in serious condition, the CHP stated. However, his wound was not considered life-threatening and it appears he will recover, according to Parker.

The boy's mother was in the car with him, but Parker was unsure if she was the female driver. Investigators were still gathering information on how many people were in the BMW and what their relationships are.

The victims were likely heading to Hesperia, where the family lives, Parker said.

Detectives did recover some physical evidence from the scene, including bullet fragments found in victim’s vehicle. But it was still unknown what caliber of gun was used, Parker said.

Officials are currently reviewing cameras in several locations in an attempt to identify suspect vehicle and its occupant or occupants. Parker said investigators also have "a few leads" and those involved were still in the process of being interviewed Friday afternoon.

Investigators say no witnesses have come forward at this time and are asking the public for help in identifying the vehicle or the shooter involved in the incident.

Parker said CHP is treating it as high-profile case.

“We’ll put as much manpower toward this as we need to to hopefully take this perpetrator off the streets,” he said.

Anyone with information was asked to call the CHP at 909-383-4247.

Storms, Flooding Leave at Least $14 Million in Damage to SoCal Roadways

Recent debris flows and flooding in the San Jacinto and San Bernardino mountains have caused extensive damage to Southern California roadways, requiring some highways to be closed for months as crews work on repairs that will cost at least $14 million.

Last week’s series of storms, including a moisture-packed atmospheric river that slammed the state, has brought consistent rainfall to California, dumping 18 trillion gallons of rain — nearly half the volume of Lake Tahoe.

In between showers, road crews have been assessing the damage caused by all that water and how much it’ll cost to repair the state’s highways and byways.

One of the most damaged areas is Highway 243 in Riverside County, where a large hole formed underneath the road after heavy rains eroded the soil. As the rain poured down, the hole made way for a fast-flowing waterfall. The highway will be closed between the 10 Freeway and the city of Idyllwild for at least two months, according to a Caltrans news release.

Dashon Raymond White, 24, is seen in a photo released by Riverside police on Dec. 14, 2018.

Two men, a woman and a juvenile have been arrested in connection with robbing more than a dozen AutoZone stores across San Bernardino and Riverside counties at gunpoint, police announced Friday.

The crime spree started with two masked robbers entering an AutoZone in San Jacinto on March 21, holding an employee with an AR-15 style rifle while cash was stolen from the store, according to police. The suspects were all taken into custody following a police chase Wednesday night.

More than 30 AutoZones across San Bernardino and Riverside counties were robbed the same way in the months after, with robbers holding employees at gunpoint in every instance, Riverside Police Sgt. Trinidad Lomeli said.

He said police have connected the four suspects to at least 17 of those robberies so far.

In at least one of the robberies, a store manager was held at gunpoint and taken to the back of the store to open the safe, Lomeli said.

Jada Shardae Allen, 18, is seen in a photo released by Riverside police on Dec. 14, 2018.

Stores in the cities of Grand Terrace, Riverside, Menifee, Jurupa Valley, Perris, Hemet, San Bernardino and Redlands were all targeted, police said. Riverside faced the most robberies, with a total of eight.

The suspects were finally captured Wednesday night when Fontana police and other investigators were doing surveillance on AutoZone stores within the city.

They have been identified as 19-year-old Daeon Raishawn Cox and 24-year-old Dashon Raymond White of Moreno Valley and 18-year-old Jada Shardae Allen of Perris. The fourth suspect’s identity has not been released since he’s underage.

About 8 p.m. on Wednesday, law enforcement officials stopped the suspects just as they were trying to rob an AutoZone located in the 14000 block of Baseline Avenue in Fontana.

From there, the suspects took off in a vehicle and led officers on a chase — at one point throwing a loaded AR-15 rifle from the vehicle that was later recovered, according to police. The pursuit ended in Rancho Cucamonga.

A federal grand jury indicted two men and a woman from Moreno Valley on Friday for their alleged roles in a series of armed robberies last year at AutoZone stores throughout San Bernardino and Riverside counties, authorities said.

From left: Dashon Raymond White, 24; Daeon Raishawn Cox, 19; and Jada Shardae Allen, 18, are seen in photos released by Riverside police on Dec. 14, 2018.

Daeon Raishawn Cox, 20, Dashon Raymond White, 24, and Jada Shardae William, 18, all of Moreno Valley, were named in the 13-count indictment, U.S. Department of Justice spokeman Ciaran McEvoy said in a written statement.

The indictment alleges the trio used guns including an AR-15-style rifle to carry out at least eight robberies at AutoZone stores in Riverside, San Bernardino, Fontana, Redlands, Hemet and Grand Terrace.

Detectives are looking into the suspects’ possible ties to at least five additional AutoZone robberies, Riverside Police Department officials said shortly after their arrests in December.

A rifle police say was used in a series of robberies targeting AutoZone stores throughout Riverside and San Bernardino counties is seen in this photo, released by Riverside police on Dec. 14, 2018.

The eight federally charged crimes took place over a three-month period last year, officials said.

“Typically, the robbers entered the AutoZone stores at night, wearing black hoodies, black pants, gloves and with their faces covered by bandanas,” Ciaran said. “The robbers allegedly pointed guns at AutoZone employees and forced them to hand over money from the cash register or from the store safe.”

More than $11,000 was stolen in the heists, according to McEvoy.

Cox is alleged to have been involved in all of the robberies. White, Allen and an underage boy who is not named in the indictment alternately took part in the robberies, prosecutors said.

The string of crimes came to an end on Dec. 12, when the suspects showed up at a Fontana AutoZone store, which police had been watching due to the ongoing series of robberies targeting the auto parts retailer chain, Riverside police said in written statement.

“Cox and White allegedly approached the AutoZone wearing black hooded sweatshirts and masks on their faces, while Cox carried an AR-15-type rifle and handed it to White,” Ciaran said. “After the police officer identified himself, the defendants fled the scene, driving away in White’s SUV at a high rate of speed.”

The SUV led police on a chase, with Allen seated in the back of the SUV, he added.

The suspects tossed a loaded AR-15 out of the vehicle before they abandoned their car and ran in Rancho Cucamonga, according to police and federal prosecutors. The rifle, along with a pistol, was ultimately recovered.

Police found Cox hiding in a trashcan and took him into custody immediately following the chase, McEvoy said. White, Allen and the juvenile suspect were found and arrested the next day.

All three adult defendants face a federal charge of conspiracy to interfere with commerce by robbery, officials said.

Cox faces six additional counts of interfering with commerce by robbery and six counts of using a firearm in furtherance of a violent crime.

White is charged with two robbery charges and two firearm-related charges, McEvoy said. Allen was named in one robbery count and one gun-related count.

Cox and White, who are currently housed in local jails, are expected to be remanded to federal custody on Monday, officials said. Allen was free on a $40,000 bond and scheduled to appear in court on March 13.

If convicted as charged, the suspects could each face up to 20 years in federal prison for each robbery-related count, and seven years in prison for each firearm-related count.

A 25-year-old man died early Saturday after rushing into a burning mobile home in Highland to help rescue two little girls before being overcome by the flames, himself, officials and family members said.

Albert Madrid died in the 12:15 a.m. fire at a mobile home in the 7200 block of Sterling Avenue, his family said.

When firefighters arrived on scene, they found the mobile home engulfed in flames, Cal Fire said in a written statement issued Sunday. Four residents of the home had already been evacuated and were suffering from "mild to moderate" injuries.

"A bystander who was providing rescue efforts prior to the first arriving fire engine perished in the fire," the statement said.

Firefighters discovered the victim's body in the debris after extinguishing the fire, according to the San Bernardino County Coroner's Department, which had yet to formally identify the victim Sunday. The man was pronounced dead at 12:49 a.m.

Authorities did not provide information on the ages and genders of the other injured victims, but video showed paramedics transporting at least two small children and one man onto gurneys.

A fund has been established online to aid Madrid's family at www.gofundme.com/in-loving-memory-of-albert-g-madrid.

"He was only 25 years old but he was the bravest man I have ever known," Madrid's father, Robert Madrid, wrote in a eulogy on a memorial website. "He is my hero, my son, a brother, and a grandchild."

Albert Madrid died saving others, he said.

"He noticed a trailer was on fire as he and his girlfriend (were) pulling into the trailer park," according to the father. "With out even thinking about it he jumped off his car and ran into the burning trailer to help two little girls who (were) still inside. He helped the little girls get out but he wasn't able to escape the burning trailer himself."

"He will be loved and missed by his friends and family," Robert Madrid wrote. "I am so proud of my son, my hero."

Albert Madrid's mother, Irene Sainteclaire, said she was also proud of her son's actions.

"He saved the little girls, the 4 year old, the 7 year-old, the teenager and the grandpa," she said. "He got them out. They were all asleep."

"He was a hero," Sainteclaire said. "That family came up to me and hugged me and told me, 'We want to thank you, because your son saved the little kids and my dad.'"

Sister Melissa Enriquez said she also considered Albert Madrid a hero.

"My brother chose to go in and help, and I want him to be remembered for that," she said. "He is a good man."

The cause of the fire remained under investigation by both Cal Fire and the San Bernardino County Sheriff's Department Arson & Bomb Detail, Cal Fire officials said.

San Bernardino Officer Fatally Shoots Armed Man Who Allegedly Charged Police During Confrontation

Multiple nonlethal attempts were made to calm an armed man in San Bernardino before an officer fatally shot him Sunday night, police said.

Authorities responded to a domestic disturbance with a weapon call near the intersection of Fourth and North Allen streets at about 11:20 p.m., San Bernardino Police Department spokeswoman Sadie Albers said.

An armed man – identified by police Monday as Sokhom Hon, 31, of San Bernardino – confronted the officers, who tried to calm him down and get him to put the weapon down, Albers said.

Less-lethal shotgun rounds and then Tasers were used in an attempt to get Hon to comply, but neither were successful.

At that point, Hon charged at police and an officer opened fire, Albers said.

A police news release described Hon as having "attempted to cause great bodily injury to an officer," prompting the "backing officer" to fire a duty weapon at him.

The gunshots could be heard on a video that was recorded at the scene.

Hon was treated and transported to a local hospital, where he was pronounced dead shortly after midnight, Albers said.

Witnesses said the man was armed with a knife but authorities have not described the weapon.

There was no word on whether any officers were injured in the incident.

The investigation was ongoing.

Anyone with information about the case was asked to all the detective bureau at 909-384-5616.

2 San Bernardino Homes About a Mile of Each Other Burn Overnight

Nobody sustained any injuries after flames swallowed two San Bernardino homes about a mile of each other in the early hours of Saturday, officials said.

Firefighters first responded to a report of a vegetation fire in the 4100 block of North Fourth Avenue just before 2 a.m., said Josh Sprague, battalion chief with the San Bernardino County Fire Department.

That blaze turned out to be at an abandoned home that still had electricity, Sprague told KTLA. Witness accounts and the condition inside the property led the Fire Department to believe squatters might have been staying there, but no injuries were reported.

As additional units arrived at the scene, crews were alerted to another house fire in the 400 block of West 40th Street, Sprague said. The agency diverted some resources to the second incident.

Three adults, two teenagers and a dog managed to escape unscathed before flames completely destroyed the 1,200-square-foot residence, the Fire Department said.

One of the residents, Trevor Jones, said his dog had woken him up. When he opened the bedroom door, Jones saw flames coming out of the wall.

The father said he immediately grabbed and deployed a fire extinguisher.

"It calmed [the flames] down for a second and then they instantly came at me like they were angry," Jones told KTLA. "At that point I’m yelling, ‘Everybody get out! Get out!"

He said had had to return inside to get his puppy.

Firefighters were able to contain the blaze and prevent it from spreading to nearby properties, the agency said.

An electrical outlet accidentally sparked that fire, officials later determined. While they did not find anything suspicious about that incident, investigators said they were dubious about what caused the first blaze.

The early morning fires occurred as the area experienced gusty winds.

Authorities provided no further information.

Cameron Breon Martin, 25, is seen in a booking photo released March 20, 2019, by the San Bernardino County Sheriff's Department.

Cameron Breon Martin, 25, is seen in a booking photo released March 20, 2019, by the San Bernardino County Sheriff’s Department.

A San Bernardino man was arrested after child services workers told detectives they suspected he was abusing a young boy, deputies said Wednesday.

Authorities began investigating Cameron Breon Martin, 25, on Monday after fielding an allegation from the county’s Child and Family Services Administration, San Bernardino County sheriff’s officials said in a news release.

Caseworkers said they suspected Martin was abusing a 4-year-old boy.

Officials have not provided details on Martin’s relationship to the victim.

Upon further investigation, deputies gathered evidence that substantiated the claim, the Sheriff’s Department said.

Inmate records show Martin was taken into custody around 9 a.m. Tuesday on the 6500 block of Monte Vista Drive.
